Provided that no

tract the value whereof exceeds

ten thousand dollars shall be entered into by the Council

without the previous written consent of the Governor:

Provided that a person entering into a contract with

the Council shall not be bound to inquire whether any

necessary consent of the Governor has been given or whether

the standing orders of the Council which apply to the

contract have been complied with, and all contracts entered

into by the Council, if otherwise valid, shall have full

4. The state

124. (1) Subject to the provisions of this section

the Council may accept, hold and administer any gift of

property, whether real or personal, for any public purpose,

or for the benefit of the inhabitants of the Municipality

or of some part thereof, and may execute any works

(including works of maintenance or improvement) incidental

to or consequential on the exercise of the powers conferred

by this section and generally may defray out of the general

fund of the Council any expenditure incurred in the exercise

of the powers conferred by this section.

(2) This section shall not authorize the acceptance by

the Council of property which, when accepted, would be held

in trust for a religious charity or for an eleemosynary

charity.

125. As from the commencement of this Ordinance there

shall be transferred to the Council the functions and

liabilities of the Urban Council as they were vested in that

body at the commencement of this Ordinance.

126. (1) The Legislative Council may, by resolution,

transfer to the Council any or all of the functions within
